With the development of market economy and democratic politics in China, traditional didactic methods of ideological and political education has become increasingly unsuited to the actual of education and its limitations become increasingly highlights. At the same time, civic education in Western countries has made remarkable achievements.Therefore, it is urgent necessary to strengthen the research of civic education in Western countries and to learn from its Experiences.This thesis is divided into four parts. The first part is mainly to study the concept of citizen and civic education.Analyzing of the concept of citizen from political science, jurisprudence angle. Summing up the meaning and essential characteristics of modern citizens.The second part is mainly to elaborate the relationship between civic education and the ideological and political education. Analyzing the relationship of civic education and ideological and political education in the current academic such as "alternative said"" transition said ""Fusion said". This paper agrees with Fusion said.Analyzing of the relations and differences of the civic education and the ideological and political education and summing up the problems of civic education in China of its philosophy, objectives and content. The third part is focused on analyzing the current situations of civic education in Western countries and the ideological and political education in China should Learn from its successful experiences.Firstly,examining the course of development of the civic education in western countries. Secondly, analyzing the prominent features of its civic education.Then, sunning up the conclusions that ideological and political education in China of the in different stages.The fourth part is the focus of this article. Firstly, demonstrating the need for the implementation of civic education from the three parties, namely the development of the political and economic development in current China, rich the Marxist theory about human freedom and comprehensive development,the need of enhancing the effectiveness of the ideological and political education. Following,according to their essence of consistency, complementary nature of the content,method reference, demonstrating its feasibility.At last, summing up the method that establishing a new educational concept, increasing content of civic education,introducing teaching methods into integrating ideological and political education, the civic education with ideological and political education in China.
