Operational Dilemmas Of ASEAN Way

After the Cold War, economic crisis, immigration and other cross-regional issues began to question the rationality and effectiveness of the" ASEAN way ".It asked to modify the principle of non-interference in internal affairs and strengthen the ASEAN-building mechanisms to play its role of regional manager, formating an effective cross-border management. So, ASEAN will adjust the "ASEAN way" to meet the needs of international and regional environmental change?This paper attempts to explore the dilemma of "ASEAN way "by analyzing the process of ASEAN organization building consciously. After the Cold War, ASEAN has experienced a series of major adjustments. In terms of organizational structure, improving the decision-making mechanism meet the political and economic development needs, and absorbing another four states into ASEAN. In terms of organizational goals,ASEAN stated to establish a free trade zone and Community by learning from the experience of European Community-building. However, ASEAN remains to be sensitive to national sovereignty and take precedence national interests over regional interests. ASEAN Community building which aims to deal with regional issues of mutual agreement does not deepen political and economic ties between member countries of ASEAN.Therefore,ASEAN is still a loose alliance, which determine the " ASEAN Way" useful.However, we can not ignore those signals:" ASEAN Charter " given the legal personality of ASEAN, entities to protect the status and established the supremacy of" ASEAN Charter " and universally binding;Mechanism of the Summit and the ASEAN Secretariat’s expand strengthen the institutional building of ASEAN, breaking informal arrangements preferences;the concept and application of the " enhanced interaction " change the principle of non-interference. Anyway,they are more or less corrected the traditional" ASEAN way "and it will not stop.
