"prevent and control independent risk", is the major decisions made by the18th National People’s Congress for anti-corruption, and an important measure to increase the intensity of the anti-corruption corruption under the new situation. It introduced the "risk management" and other modern management concepts to anti-corruption practices. Through investigation and control of the Party members and leaders’ routine risk, it reduced chances of corruption in the maximum. It is very important to build independent risk prevention and control mechanisms of local government, for solving the corruption occurs in people.This paper consists of four parts. The first part is an introduction, describing the research background, literature review and research ideas and methods. The second part is the theoretical basis of independent risk prevention and control, namely risk management theory and total quality management theory, and the content of how to build independent risk prevention and control mechanisms. The third part is the practice of independent risk prevention and control mechanisms of local government. It elaborated the implementation framework, and then discussed the practice and problems of the risk prevention and control of Shishi City. The fourth part proposed that local government should improve independent risk prevention and control mechanisms from clearing prevention and control goals, improving various prevention and control mechanism and improving security mechanism.The innovation is that this paper integrated theory and practice closely. On the basis of risk management theory and some practical experience, this paper proposed an effective way to improve independent risk prevention and control mechanisms of local government, which should provide reference for the scientific management of local government.
