Our Local Government Debt Risk Prevention Legislation Research

After the amendment of the Budget Law was put into effect on January 1,2015,local governments in our country could obtain certain rights to issue bonds under the standard approval procedure,the supporting measures of the local bond risk prevention should to be improved.Through the analysis of the basic theory and the risk of the local government bond issuance,There are many improvements in the legal system of risk prevention of local government bonds,but there are also many shortcomings,such as lack of a special law,the budget system and the local bond risk prevention lack convergence,ex post supervision mechanism and local debt risk emergency measures are relatively scarce and so on.We should perfect the local government bond legal system,link budget system and local bond risk prevention,perfect the supervision of the local bond issuance in the whole process,accelerate the legislative work of the relevant supporting measures,to build a sound legal system of local bond risk prevention.
