Xi Jinping firstly proposed the word "China’s dream".This word has many profound implications and show the theme of our times to the whole world. In short, China’s dream is the dream of people, including the dream of the old people. Due to the decline of physical function, the elderly gradually fell out from their positions, but they made outstanding contributions to the socialist construction when they were young. And being old is inevitable for everyone. Therefore, the perfection of social welfare policy for elderly, the realization of social welfare for the elderly, and making every old person spend their twilight years happily are the government’s responsibilities and obligations. It is an important part of the constructing China’s dream as well.In order to realize the dream of the elderly, the government and the society have made a lot of efforts, China’s social welfare policy for the elderly has made some achievements. First of all, China has paid much attention to the macro environment. Elderly Welfare Department is set up in Ministry of Civil Affairs. What’s more, the National Committee for aging problem of China has become deliberative agency. In addition, in order to better safeguard the rights and interests of the elderly, the Law on Protection of Rights and Interests of Seniors has been amended several times. However, there are also a lot of problems in the process of development. China’s large population of elder people, the characteristic of aging, that is,"getting old before getting rich", and diversified demands of the elderly have made higher requirements for establishing and improving the social welfare policy for the elderly.Based on the above background, this thesis, combining China’s actual situation, analyses the problems of social welfare policy for the elderly in China by questionnaire survey which tracks and surveys the elderly in Pingdingshan City, Henan Province. The first problem is the lagging of legislation. Legislation in advance provides guarantee for healthy development of the social welfare policy for the elderly, but our country has not had a particular social welfare law for the elderly yet. Although in2012, China has introduced several policies relating to the elderly, these policies are still general without specific implementation details, so the timeliness and execution are inadequate. The second problem is that the policy-making process is not incomplete. Chinese government plays an overlarge role among the social policy subjects of China. As a result, the mode of "big government, small society" emerges, which is mainly manifested in the consultation process before the policy was introduced and the "multiple leadership" of policy-making subjects. In addition, China’s social welfare policies for the elderly may not be fulfilled or the implementation is not in place. The last problem is the unsatisfying evaluation of the policy effect, process for old people in our country, the evaluation of the effect of social welfare policies for the elderly is unsatisfactory, mainly featured by the single subject and unprofessional standard of policy effect evaluation.In view of the above problems, from the basic social values, the design capacity of the system and the evaluation system of social welfare policies, this thesis analyzes the causes that lead to the problems of China’s social welfare policies for the elderly. And in light of the social welfare policies for the elderly abroad, this thesis proposes further suggestions for improving the social welfare policies for the elderly, for example, improving the relevant legislation process, perfecting the policy-making, strengthening the implementation of policies and establishing professional evaluation system of policy effect. Through analyzing and studying the social welfare policies for the elderly in China, this thesis sums up its development prospect as well.
