Rural Social Security Problems And Countermeasures

The situation of some rural social security is worrying in the process of building a well-off society of China in the round. There are mass disturbances occurred from time to time, impacts of the evil forces of political power at the grass-roots level, phenomena of the increasingly spreading of "pornography, gambling, drugs", and cases of violations of rural residents’ safety of life and property, whose case rate is high. That these phenomena are all impacts on the social order in the rural areas, has been drawn high attention by high-level decision-makers of the ruling Communist Party of China and the experts as well as scholars who pay much attention to the problems in this field. With the basic analytical framework of public goods and public services theory and the application of the literature analysis method, the paper sorts the conditions of the social security in the rural areas, to analyze and interpret the reasons leading the problems of rural social security. This paper put forward to the countermeasures which can solve the problems of rural social security and construction of rural social order, aiming at the weakening of the grass-roots political power, the act of omission of the autonomous organizations of the villagers as well as the cruxes of rural police configuration and system detects. The author sincerely hopes that this article can provide necessary references for policy makers, reform of the grass-root government, the construction of the public-service oriented government and improvement as well as perfection of villagers’ autonomy. Meanwhile, it can also add a text of perfection of theoretical construction of public-service oriented government. Above all, that is the purpose and value of theory and reality of this article.
