Migrant Workers In Cities In Our Country Social Security Countermeasures

Migrant workers are a group like this:they get rid of the land to enter cities in the progress of urbanization,and work in the second industry or the third industry. Through their hard work,they not only have changed their life status but also have made a great contribution to the city’s prosperity.However,the identity of migrant workers have not been reached an agreement because of urban and rural social structure,urban and rural employment structure and the existence of traditional household registration system. As a result, their social security problem have not been resolved properly.Migrant workers lack of social security will bring a lot of problems.For example:the rising of crime rate、the widing gap between rich and poor and the chaos of the social order. As a result,establish and perfect migrant workers’social security is very important. Which is related to resolving the problem of "Three agriculture", speeding up the progress of urbanization and constructing a harmonious society.On the basis of the relevant theoretical exposition of migrant workers’social security, this paper uses literature, comparative analysis, historical comparison and other methods,reveals the problems of migrant workers’social security: Responsibilities of migrant workers’social security are not clear;the founds of migrant workers’social security are not enough;the continuity of migrant workers’social security is hard, and the coverage of migrant workers’social security is low.Then I analysis the reasons that lead to the above problems,which include:The influence of urban and rural household registration and social structure; Migrant workers’social security lack protection of law;Related department lack of supervision; Migrant workers’quality is not high;Some enterprises oversmphasis on immediate interests;The government lack social security propaganda and so on.At present, the lack of migrant workers’social security is mainly in the performance like:Inductrial injury insurance、Medical insurance and Endowment insurance. The main reason that lead to the lack of migrant workers’social security include:the backward system、the imperfect law and the behind idea. This thesis is trying to provide some policy sugestions to solve the problem of migrant workers’social security on the basis of advanced social security theory domestic and foreign、China’s national conditions and migrant workers’own characteristics. Besides establishing the basic social insurance, policy sugestions also include reforming the existing household registration system、Improving legislation、Strengthening law enforcement、 Strengthening propaganda social security and training migrant workers.
