Fear, an inherent emotion, a human instinct, is inherent to human nature. It is a high degree of plasticity feelings can be constructed, can be disciplined and may get out of control. Fear has an important impact on political life, there is no reason to ignore its existence in political theory. As the crisis of the liberal, liberal in fear theories are discussed, the fear of fear is a healthy fear of a people to be alert and defend freedom, it has the efficacy of refreshing and resurrection. This article examines the relationship between fear and liberal, and introduce a unique form of liberalism, namely the liberalism of fear.The liberalism of fear is proposed by Harvard University Professor Judith Shklar.. It is a political doctrine, and advocate liberalism is to ensure the political conditions necessary for personal freedom, formal or informal government imposed fear and grace on individual freedom,the most likely harm always comes from the government. Therefore, as a result of the abuse of government power, especially political tyranny, torture and cruelty, Fear liberal advocates of a free government.According to Judith Shklar’s liberal typology pedigree chart, Locke as the natural rights liberalism and Mill as personal self-development of liberalism are the hope faction, while fear liberalism is the memory faction. From the hope faction to the memory faction, liberalism has been experienced for centuries, especially cruelty and fear of political practice in the20th century. It is remembered that tribulation and cruelty brought fear. Therefore, the logic of the liberal fear is to pursuit of liberal because of fear. It belongs to a bitter realization of the liberal. It is a completely non-utopian realism, historicism, the skepticism and no hallucinations liberal.
