Research On Construction Of Social Capital For Local Government In China Under The Context Of Network Governance

Since the emerge of the state and government,people have been constantlyexploring around how to make good governance.From the " philosophy king"aristocratic republic mode in ancient Greek,to the modern dual"state-society"governance mode based on contract,and then the triple cooperation modeof"state-market-society" recently,subjects of social governance graduallydiversify.As the local unit to undertake several functions of the state and closeto the local residents,local governments bear the blunt firstly during this waveof reform.In face of diversified and peculiar demand of local residents,thetraditional rigid bureaucracy has nothing to do.So the reform is extremelyurgent.The traditional management conception of the government is graduallychanging and a lot of public actors such as enterprises,social organizationsand the masses are participating in the provision of local public goods and themanagement of public affairs.The vertical power line and the horizontalaction line between different levels of local government departments andother public actors constitute the local governance system patterned in theform of crisscross networks.The public-private partnership and managementof cooperation network consist of the two core content of networkgovernance.Problems such as how to maintain the relationship between theactors in the network,how to coordinate the actions,how to makecooperations,how to determine the role of the government embody capacitiesof the government and test the abilities of the government to managecooperation network.As a kind of social glues,social capital serves as the bridge and link topromote the trust,cooperation and reciprocity between the local governmentand other public actors.There are good ones and bad ones of Social capital,andwe pursue the good ones. What difficulties does the local government faceduring their reforms?What aspects of construction of social capital for thelocal government?What influences does the construction of social capital of the local government on the local cooperation network?How does the socialcapital of local government achieve a sustainable circle?In the following,Iintroduce the conception of social capital from sociology,and regard it as akind of social relationship based on trust,cooperation andreciprocity.Combined with the political system theory put forward by Easton,Iinquire into the construction of social capital for the local government by suchfour dimensions as"government-citizen" relationship,"government-enterprise"relationship,"government-social organization" relationship and"government-government"relationship (including departments and staffs).The aim is tobuild a sustainable circle among social capital of local government,localcooperation network and local economy and politics system,which willimprove the stock and quality of social capital of local government,promotehealthy circle of interaction between the construction of social capital for thelocal government and local cooperation network.Then the governmentalability of local government will improve.
