This study focused on the relationship between social network and development of industrial districts (ID) based on the previous research about industrial cluster system and social economy.We conceived the assessment model of the industrial district's development based on the social network, which included three segments: the normative component (social network government), the structural component (local production system), and the resource component (entrepreneur capacity). The normative aspect of networks refers to the norms and overt rules that influence the behavior of actors within varying networks; The structural aspect refers to the geometric shape of the actors and ties within a network as well as the strength of the ties; The resource focus is on the distribution within networks of various characteristics that differentiate among actors within society.Then, an index system based on the network was established by the Analytic Hierarchy Process(AHP) and the development of the automobile - motorcycle-accessory industry in Yuhuan Town was analyzed accordingly.
