China’s urbanization process is being retarded by environmental issues which consist of industrial pollution, energy crisis and traffic congestion. Embedded in such social context, the development pattern of ’low-carbon city’ highlighting its core idea ’sustainability’ has been in the limelight of public opinion. Particularly, the ultimate orientation of low-carbon development should be aimed at the low-carbonized transformation in each urban community. Inspired by successful theories and practices in ’western’ metropolises, we have realized the significance of community residents’ participation which maintains the long-term vitality of a low-carbon city.The writer aims to investigate the current situation of community participation in Qingdao by:examining its low-carbon demonstration district-Chengyang, exploring the factors and mechanisms related to this participation, and identifying its successful experiences as well as the weaknesses. Through in-depth empirical research especially the questionnaire survey,this dissertation is expected to provide evaluative insights about the broader impacts of low-carbon urban policies and lifestyles in Chinese cities.Discussion of the paper comprises two principal lines.One is pointing at the evaluation on current situation of community participation which puts emphasis on the issues including residents’ cognition, awareness, actions, governmental role, and the function of public organizations. Meanwhile, SWOT analysis is applied to commentate and integrate the strengths, weaknesses, opportunities as well as threats of low-carbon cooperation. Another one is referring to the exploration of influence factors, including congenital and self-induced factors. Assisted by the method of Logistic regression, different effect levels of parameters can be found in diverse circumstances. Consequently, dwellers’ low-carbon behaviour can be classified as two types:passive involvement and rational involvement.On the basis of statistical data and urban sociological theories, the writer argues in the conclusion that Chinese urban residents generally have strong low-carbon consciousness, whereas their initiative and participation pattern stagnate at a lower level compared with’developed’countries. In addition, governmental planning still remains a predominant position in low-carbon affairs. The function and impact of residents’ committee and other community organizations are refrained temporarily, with sporadic efforts for citizens to enhance their discourse power. Accordingly, related causes are examined in order to explain social reality. Finally, countermeasures and suggestions are proposed to prompt the process of community participation, in terms of cultivating low-carbon culture, transforming government’s function, improving interior motivation mechanisms, supporting the growth of civil society, and bewaring of the side effects of consumerism. In fact, these ideas are also in accordance with the demands of urban management innovation.
