Advocacy Coalition And The Policy Process Under The Authoritarian Regime

Chinas political field is going through a wide-ranging and deep-goingtransformation since followed the policy of reform and opening more than thirtyyears ago，especially in the process of policy changes. In recent years, the policyarguments have occurred many times throughout the country, especially in the Localpolicy level. It shows that in the increasingly open environment, policy process underthe authoritarian regime is going through model transformation. This article analysesthe policy process of Nujiang River hydropower development based on Advocacycoalition framework, and attempts to explain the reason for the policy processchanges in China. As for practical significance, this article is intend to bring newinterpretation and thoughts, enlighten the perfection of Chinas policies making.Based on the above clues, this article will be divided into four parts.The first part is the first chapter. By stating the purpose of this study, researchmethods and the review of existing research, the chapter builds a basic frameworkfor the whole research.The second part is the second chapter of the article. By describing the policyprocess under the authoritarian regime, which included the structure and process,the basic characteristics of the traditional decision system, and new changes underthe open environment, pointed out that the existing explanation frameworks had adifficult putting forward a reasonable explanation.The third part is the third chapter. This part is an introduction of the advocacycoalition framework, right after the second part, it pointed out that the advocacycoalition framework theory is the most appropriate theory for explaining the newconditions of Chinas policy process.The forth part includes chapter four and chapter five of the article. In this part,the Nujiang river hydropower development project had been selected as a typicalcase of the new changes of the Chinas policy making under the authoritarian regime.By analyzing the policy process of Nujiang River hydropower development based onAdvocacy coalition framework, the author came to the conclusion that the traditional decision system had changed.
