Functions Of The CPPCC Public Policy

From the beginning of its establishment, the Chinese people’s PoliticalConsultative Conference has an important influence up on the fundamental policy ofthe nation. In recent years, this influence is further deepened. By exercising the threemajor function of political consultation, democratic supervision, participation in thedeliberation and administration of state affairs, the CPPCC collects and puts forwardthe policy issues, participates in the public policy discussion, puts forward the policyrecommendations for policy and to supervision, so the CPPCC can effectivelyparticipate in the process of public policies, in order to make public policy moredemocratic and scientific, strengthen the legalization of the public policy, thusimprove public policies. This thesis is devoted to the study of the public policyfunction of the CPPCC, analyzing the mechanism, characteristics and significance ofthe function, researching and thinking of countermeasures to improve the function.Based on the above understanding, in addition to the introduction, this thesisroughly divided into four parts: chapter two surveyed the public policy function of theCPPCC, mainly discussed the status of the CPPCC in the political system and in thepublic policy process of China, the objective and form of the function. Then movingto the specific issue of how the CPPCC effects policy issue, policy legalization, andpolicy supervision. The third chapter is about the CPPCC’s influence on policy issue,by examining the case of the CPPCC promoting "oppose hepatitis B discrimination "policy, to analyze the mechanism, characteristics and significance of the CPPCC’sinfluence on policy issue, and the restrictions and countermeasure of the CPPCC’spolicy issue function; Chapter four is about the CPPCC’s policy support function, byexamining the case of the CPPCC’s support to Shanghai World Expo, to analyze the mechanism, characteristics and significance of the CPPCC’s policy support function,and also the restrictions and countermeasure of it. Chapter five discuss the CPPCC’spolicy supervision function, by examining the case of the CPPCC’s question on buscard deposit, to analyze the mechanism, characteristics and significance of theCPPCC’s policy supervision function, and the restrictions and countermeasure of ittoo.
