Since the late 1970 s,many global policy issues have emerged in the field of policy,which have become more and more complicated and require more and more participants to enter the policy process.It is a worldwide academic research problem how to make the multiple participants enter the policy process.The CPPCC’s function of promoting the entry of multiple subjects into the policy process is China’s unique contribution to this worldwide academic problem.The emergence of "policy network" provides a new research paradigm for relevant researches under the background of policy complication and multiple subjects entering the policy process.There is a heated debate between Rhodes and Dowing on the elements of the policy network,but both Rhodes and Marsh’s structural view and Dowing ’s behavioral view are biased,or too inclined to the influence of structure or too dependent on the observation of the strategic behavior of the subject of action.On the basis of these two theories,this paper seeks a theoretical framework which is more suitable for China’s reality.Based on this,this paper,on the basis of Rhodes and Dowing,invokes Gabriel A.Almond ’s structuralism and puts forward the theoretical analysis framework of "action-structure-function".The process model proposed by Laswell and Brewer et al.provides an observation tool for this paper to analyze the interaction between actors and structures in policy networks from various stages of policy.The "action-structure-function" model is used to analyze the policy process of the CPPCC,and the organizational structure and function of the CPPCC in the policy process are observed to integrate the structure of the key network in each link,so as to play a role in the policy process and results.According to Almond’s structural-functionalism,the CPPCC’s structural integration of the policy network mainly realizes the continuation and development of the network through political socialization,political communication and political recruitment.The policy transformation process from "demand" to "output" is realized through interest synthesis,interest expression,policy formulation and policy implementation.Finally,this paper starts from two typical cases of "Qiandao lake water quality control" and "Yunnan ’bridgehead’ construction" to verify the correctness of the theoretical analysis of "organizational basis and functional expression of the CPPCC embedded in the policy process".The conclusion is drawn:(1)China’s policy network needs to be embedded in the CPPCC,not only to maintain the central position of the party but also to achieve a wide range of links between the party and other actors in the network.At the same time,the organization and function of the CPPCC make it possible to be embedded into the policy process.(2)From the perspective of organizational structure,the CPPCC makes up for the possible structural defects of political recruitment in China’s policy network through elite recruitment;The flat and networked organizational structure of the CPPCC effectively helps expand the governance radius of the policy network and is an important platform for political socialization.The loose cultural atmosphere of the CPPCC is conducive to the effective transmission of information through formal or informal means and the interaction of resources within the policy community.It is an important carrier of political communication.(3)In the process of embedding into the policy network,the CPPCC can give play to the functional advantages of interest expression and collect the interest demands of various subjects in the network;The CPPCC is able to integrate resources within the policy network and realize the functional expression of comprehensive interests.The CPPCC can play a participatory role in assisting the policy-making community in policy-making and assist the coordination function of inter-governmental network in policy implementation. |
