Animation Industry Cluster "policy Rents" Cluster Effect And Its Impact On Knowledge Innovation Performance

Since the nineteen eighties, the animation industry achieved great success via cluster production in Japan and the United States and other countries, after that, our country’s animation industry policy transits to the clustering trend gradually, then, animation (Culture) Industrial Park emerges rapidly in every city in China,which is as the main form of animation industry cluster. Policy guidance leading animation industry achieved good performance rapidly in our country, but the output growth has not brought the expected income increase, on the contrary, it highlights the animation cluster market is not mature in our country, cluster chain has weak extensions and innovation ability is inadequate. Under this background, this article takes the industrial cluster theory and knowledge innovation theory and Fuzzy analytic hierarchy process as basis, meanwhile integrate the current policy of animation industry cluster, evaluated the animation cluster policy, and investigate the effect of subsidies on knowledge innovation in animation cluster.Firstly, this article sorts out the academic concepts such as:industry cluster, animation industry, related theories of knowledge innovation, the current of the animation industry policy and animation cluster policy, and it defines the concept included the animation cluster policy and the animation cluster policy and innovation of knowledge. Then, it constructs the animation cluster policy evaluation criteria hierarchy model by the fuzzy comprehensive evaluation method and AHP. Through the expert scoring, and obtained12valid questionnaires, and according to the result of questionnaire set up the animation industry cluster policy factor triangular fuzzy numbers comparison matrix. With mathematical manipulation, we change the fuzzy comparison matrix to fuzzy complementary matrix, after normalizing the fuzzy complementary matrix, calculate the weight of different animation industry claster policies. According to the calculation result, sort the important degree of the main animation cluster policies in China, contact the result, analyze the status quo these animation cluster policy effect. The analysis conclusion is, the subsidy policy is now the biggest impact policy on the animation cluster performance, at the same time,the importance of market policy and subsidy policy differs very little, also is the important contribution of policy instruments on the cluster performance. The important degree of infrastructure policy is less than above two, but is also one of the important policy in animation cluster. In addition, important degree of the broker policy and tax policy is relatively low, but because of the policies of these two aspects are still not perfect now, we can further tap its potential to contribution the animation cluster in the future.On the basis of the above analysis, further constructs the theory model contains subsidies policy bring policy investment and clusters knowledge innovation. Then, researches the relationship between policy investment and knowledge innovation of industrial cluster under a cluster framework, which is highly depending on knowledge and policy intervention. Also, explores how Government investment policies influence on knowledge innovation of animation industry cluster and cluster performance. The analysis shows that, the existing subsidy policies in the intervention of animation industry cluster, the blind pursuit of animation production will lead to cluster enterprises knowledge innovation will reduce through internal development and knowledge sharing approach, and the animation enterprises will reduce the animation product knowledge inputs. Although "policy rent" can gather the animation enterprise cluster to form the animation cluster, but the low level of animation enterprise knowledge input and knowledge innovation will lead to difficult to form effective knowledge spillover between organizations. This will further hinder the whole cluster scope of knowledge innovation, and eventually be unable to form a knowledge innovation clusters expectantly. This research concluded that:excessive "policy rent" will make knowledge innovation level of cluster enterprises declined, while investment policies will enable gradually appear "imitation mode" of clusters hinder knowledge innovation.
