With increasing enrollment of universities and colleges, some well-conditionednormal schools, secondary technical schools, adult colleges and vocationaluniversities have been approved to be merged or upgraded as an independent collegesand universities by the Ministry of Education. As new forces, these schools have greatpotential.But due to some historical reasons, the sources of teachers in thenewly-promoted colleges and universities are really complex. Many problems haveappeared in the teachers’ professional development. The general characteristics of theEnglish teachers in these schools are feminization, younger in average age, lower inprofessional title. Coupling with the excessive administration in management of theschools, the professional development of English teaching staff of these schools isalarming. It is high time that we made further studies on English teachers’professional development in these schools.In my graduate thesis, I have investigated the current situation of the Englishteacher’s professional development in Xi’an University of Arts and Science, one ofnewly-promoted colleges and universities, by questionnaire survey, interviewing ofteachers in foreign language studies, interviewing the staffs in the TeachingManagement Personnel, Classroom observation. Also, I tried to take a deep analysisof hidden causes of the delay and uneven of professional development of in-serviceEnglish teacher in this university: the teachers lack of awareness and autonomy ofself-development, the school are lack of the platform for the English teachersprofessional development. Based on the results of my investigation, after doing theliterature study and comparative study, I propose a new school-based teacherprofessional development mechanism, setting up scientific management mechanismbased on individual teachers and school and carrying out school-based english teachertraining to promote the healthy and benign development of the newly-promotedundergraduate universities and colleges.
