Now, our society is a learning society which pursuits of individuality and diversity-oriented learning, and the traditional mode of teaching and learning can neither fully adapt to the need of teaching, nor meet the goal of education reform. China has carried out a reform of foreign language teaching to reach the target of education reform. The reform has been to such an extent that involves all aspects of teaching, from primary school, secondary school to university and from textbooks, media to teaching methods. The purpose of the reform is to cultivate a shift of foreign language teaching from single examination based to multifunctional applied talent based. Our government vigorously promote education information construction, and publish Educational information ten-year development planning, which hope that education institutions at various levels take full advantage of informative methods to drive high quality education resources construction and to improve the information level of educational management. Foreign teaching reform should use the opportunity of this education reform, take modern information technology and play the role of the media in the modern teaching as the key to the innovative development of foreign language teaching reform.Triple play is the future trend of broadcast television field, telecommunications field and mobile communication field, it has been run pilot programs in more than200cities of our country. It provides seamless network connection and cross-platform information resources for customers, and breaks the constraints of time and space. Given the current situation of RTVU network infrastructure construction and the development of foreign language teaching assisted platform, building the three-screen integration RTVU foreign language teaching assisted platform to share more high quality education resources, to provide more selections of individuality learning methods for students outside of classroom, to make educators and students free to enjoy the different services within the three network systems, and to form a new teaching method which is anytime anywhere real-time and interactive. This is not only the trend of modern education reform development but also the purpose of life-long education concept.This article includes seven sections. Section1is the introduction, it introduces the current research status and the inadequacies of the traditional teaching assistant platform, and points out the significance of this article by reviewing a vast amount of literature.Section2is the definition of relevant concepts and theoretical basis. Definitions of the three-screen integration concept and theoretical basis for this article such as constructionist theory, education media choice theory, mobile learning theory and the theory of communication, provide strong support for further study.Section3is some researches in the three-screen integration RTVU foreign language teaching assisted platform. It designs the questionnaire, collects the relevant data and analyses to know the learning need of our students, such as listening, speaking, reading, writing and translation, and popular transmission way of media.On the basis of the research and investigation, section4describes the design principles and ideas for the platform including hardware and software systems, some of the important technical support, platform structure, key equipment, software support and detailed technical work processes.Section5is the emphasis of this article, mainly on the application of this RTVU foreign language teaching assisted platform. This platform consists of four parts, namely, live, on demand, carousel and interactive. Using the first three functions, we can achieve the students’improvement of foreign language learning ability, and the interactive feature can narrow the distance not only between teachers and students but also among students.Section6and section7are the conclusion, inadequacies and prospect of this paper.
