Local Governing Kunming AIDS

Since the1980s, due to the government failure and the influence of the financial crisis, governance theory began to rise in Western countries. With deepened research of governance theory, the function of local government has begun to change. The local governance gradually replaced the local government. From the last century, since the1990s, China began to research on local governance theory. Due to a late start, China has not yet formed a local governance system which can adapt to Chinese national conditions. Therefore, the local governance research in China is still at the exploring stage of development.In the study of local governance theory in our country, lots of them focus on macro theory or abstract description, but lack of empirical research on specific local governance issues and experience analysis. Therefore, I choose Kunming’s AIDS prevention and treatment work as an example, in order to research the empirical analysis for local governance theory. At last, I hope my paper is able to provide a new perspective for Chinese local governance research.In my paper, at first, I explain the development history and the related contents of the local governance theory briefly. Then, combine with the present situation of kunming’s AIDS prevention field based on local governance theory and use the social network analysis tool-UCINET software to carry out statistical analysis. Finally, I can get a series of data and indicators from the research. Through the reflection between these data and the current situation of the local governance in China, I think the reasons why Chinese local governance dose not have a high level are the lack of civil society participation, the lack of professional techniques and theoretical level in participate actors and the lack of political affairs open. In view of the insufficiency of local governance in current China, local governments need to do the following things to improve the capacity of local governance:1, transforming the government functions and introducing multiple subject cooperative governance model;2, enhancing governance efficiency in order to build efficient government and responsible government;3, increasing the intensity of political affairs open to improve the transparency of local governments.
