Urban Shantytowns Interactive Fair Balance Evaluation

As an important part of housing security project, with the vigorously promote and support of our county, the transformation of urban shanty has achieved certain results. But also exposed some conflicts and contradictions, so that it does not reach the policy objects of improving people’s livehood. The focus of the conflicts is that whether the interests arrangments are fair, when are unfair, the transformation of urban shanty is difficult to get the community agreement and reflect its social benefits. This paper based on the theory of reciprocity and fairness, find out the solution of how to control the fairness missing in the transformation of urban shanty.At first, this paper has explored the performance and causes of fairness missing in transformation of urban shanty, considered the behavior of three stakeholers under the interest mechanism, analyzed the interest demand of every stakeholder and their complex relationship, and analyzed their motivations and characteristics, think that the fairness missing mainly expressed as the violaion transformation and the insuffcient transformation of cold shanty. The reason is that the stakeholders always pursue the benefits maxmium, and lack a fair interets coordination mechanism and a fair interest game platform.Then, this paper aims at the two problems of fairness missing, has built a analysis systerm that can explain the internel diriving factors of strategy selection of stakeholders reasonably, and can reflect the project value effectively, through builds the reciprocal fairness model that including the psychological utility of stakeholders. Think that only stakeholders follow the principle of reciprocity and fairness, that can achieve the interest of a win-win situation and the maximum of project value. At last, apply the theoretical methods to the case of urban shanty transformation in changsha and haerbin, combined with specific data, further verify the theoretical point of view. According to this, a series of recommendations of how to ensure fairness in the end.
