Current Situation And Countermeasures Development Of Toll Roads In Yunnan Province

For the improving the highway technical level and capacity, The use of high-gradehighway toll road policy has important strategic significance and role in the time thathighway has seriously hampered the development of national economy. Toll roads inChina have developed for nearly30years; the appearance of the toll roads haspromoted the rapid growth in the number of China’s road transport network, as well asthe structure of the continuous optimization and perfection, and also alleviates thedisparities that the fund shortage that government invests to road construction. But inthe development process of toll roads, there also appear a series of problems oflarge-scale fee deadline and fees unreasonable, masses of toll roads reflect morestrongly. It is particularly important for how to solve the existing problems of the tollroads, and allow them to continue to provide services for the economic and socialdevelopment.This paper uses the public product theory, regulation theory and the theory ofcost-benefit to analyze the toll road attributes, the necessity of the control the scale oftoll roads and the selectivity of access toll roads and non-toll roads.
