Along with china’s rapid development of economy in over three decades, thegovernment has developed and carried out a great number of major constructionprojects. Hence, there inevitably is connection occurring between the large-scaleinfrastructural projects (that serve as driven force for the boost of economy) and thecultural heritage (that arouses more and more social awareness). Thus, facing theadvent of one after another swift and violent surge of national major constructionprojects, one question has come to the hub of public attention-that is, whether we arecapable of responding and dealing with the cultural heritage protection matters interms of archaeological excavation, relocation of cultural relics and theprotection/promotion/utilization of related cultural heritage.Henan province is one of the most significant areas among the whole mid-linecultural relics protection project. In the decade since2003, professionals and staffshave made great progress in protecting and rescuing cultural heritage in this area,among which many new archaeological discoveries have been made and served to fillup the blanks of related academic study and research. Meanwhile, experts andscholars have realized many problems along with those achievements. Despite thechallenges and difficulties brought by infrastructural constructions against cultureheritage protection, we should also see the opportunities thus being brought about inthis protection operation. This article shall, through the three aspects of archaeologicalresearch, cultural heritage management and cultural utilization, and centering on thesymbiotic and mutual beneficial relationship between major infrastructureconstruction and cultural heritage protection and utilization, address and explore thetopic on how to deal and balance the relationship between major infrastructureconstruction and cultural heritage protection and utilization. Based on the synthesis,analysis and summary of the experience obtained from past actions and measures, thisarticle will also propose advice and suggestions regarding implementingtrans-regional national major construction projects, cultural heritage protection andregional economic development win-win.
