Law Enforcement Research Municipal Urban Environmental Protection

Good ecological environment is the basis of human survival and socio-economic development, and also a necessary condition of sustainable development of human society. With continuous development of human society, human beings have created unprecedented material and spiritual civilization, but also caused a series of environmental problems. The high-speed development of the social economy is at the price of the consumption of a lot of resources and the destruction of natural environment; all kinds of natural disasters caused by human beings, such as land desertification, greenhouse gas emissions, sea level rise, acid rain, the destruction of the ozone layer, and etc, have seriously jeopardized sustainable development of human society. How to solve the environmental problems effectively, and handle the relationship between economic development and environmental protection correctly is a major issue faced by governments around the world.China’s late start on environmental protection makes the task more challenging. Environmental protection work cannot keep pace with economic development, which makes long-standing problems of environmental pollution and damage can not get a reasonable solution in a short time, and brings a great deal of difficulty to China’s environmental protection law enforcement work. The smooth settlement of this question is an important test of governing capacity of Chinese government, and concerns the achievement of the great goal of a harmonious society and the strategy of sustainable development. To this end, this paper analyses the overall situation of China’s environmental protection work; proceeding from the practical problems encountered in the practice of the municipal environmental protection law enforcement, analyses the representation and the main reason of the difficulty of local environmental protection department; combined with well-developed domestic and overseas environmental protection enforcement practice, discusses ways and means to enhance municipal environmental protection enforcement and proposes feasible suggestions.The main content of this paper can be divided into six parts. Part Ⅰ introduces the background and purpose of the study. Part Ⅱ illustrates several important terms and concepts of municipal environmental protection law enforcement. Part Ⅲ analyses the existing problems of current municipal environmental protection law enforcement through specific cases and data. Part Ⅳ analyses and discusses the difficulties of our municipal environmental protection enforcement from various aspects. Part Ⅴ proposes corresponding measures and suggestions for current environmental protection law enforcement. Part Ⅵ gives general conclusion of the paper and expectations for the future as epilogue. The innovation points of this paper:①a detailed analysis of the constraints of current environmental management mode on municipal environmental protection law enforcement, comes up with the idea of environmental protection "vertical management";②for the diversity and complexity of the environmental protection law enforcement, proposes cross-departmental, cross-regional joint enforcement ideas.
