A Study On The Management Mode Of Non-Profit Science&Technology Intermediar Of Government

Non-profit science and technology intermediary is an important part of science and technology intermediary. The research data of many countries show that the variety of the science and technology intermediary can promote the optimal allocation of science and technology innovation resources, reduce the cost during the process of technology innovation and transfer, accelerate the industrialization of scientific and technological achievements, and improve the international competitiveness of a state. The development of the science and technology intermediary has a close relation with the industrial management and the study on the management mode of non-profit science and technology intermediary has important implications for promoting their development.In this paper, the non-profit science and technology intermediary of government is taken as the research object. Its definition, history of development, status and function are discussed. And the management modes of it are analyzed:mode of being managed by the government, mode of being managed by the government and the industry association jointly, mode of being self-managed by the industry associations. In the paper, the mode of being managed by the government and the industry association jointly is taken as the main mode in current China. The problems of this kind of mode are also discussed in the paper. Serious dislocation and offside in the government management, excessive strictness in the registration and examination and approval, overmuch rent-seeking phenomena, insufficient self-discipline ability in the industry associations, and so on, are all the problems. Referring to the management of the national non-profit science and technology intermediary in the foreign countries, we find that the mode of self-management by the industry associations is a very important mode for improving the development of such institutes in the developed countries. So on the basis of their successful experiences, combining with the rules of the development of non-profit science and technology intermediary and the ideas of China’s PSU reform, we think non-profit mode mainly managed by the government and the profit-making mode by the industry associations’self-management are the right choices in the future in our country. In the end, in order to promote the revolution of the management mode, the paper puts forward some countermeasures, such as perfecting legal laws and regulations, strengthening the macro guidance of the government, improving the supervision mechanism, accelerating the training of scientific and technological personnel, improving the management ability of the industry association.
