| Urban social volunteer service work refers to the behavior of social organizations which composed by volunteers engage in social public welfare and service within the scope of urban area to promote social welfare and improve social problems as well as sustainable development instead of for the purpose of making profits or gaining material reward. In Shanghai, the urban social volunteer service activities which have gradually developed have seen good social effect and yielded brilliant results especially during the period of2010Shanghai Expo since the rise in1980s. However, generally, Shanghai’s urban social volunteer service is still in the preliminary stage and incapable of meeting the requirements of social development. This not only has a close relationship with the low degree of China’s civil society development but also with the responsibilities the government should shoulder in the urban social volunteer service work. Theoretically, the government in the urban social volunteer service work should act actively on the macro level and exercise restraint on the micro level. But as seen from the current situation, there are still obvious defects for Shanghai’s government in the work of urban social volunteer service on the macro level which mainly includes unsound rules and regulations, scattered and disordered management, less support from the government and loose supervision; on the other hand, the government over exercised on some aspects such as too much control and interference in urban social volunteer service organizations and activities. In order to promote the benign development of Shanghai’s urban social volunteer service, Shanghai’s government should use the beneficial experience of developed countries and regions in the world for reference and earnestly assume their responsibilities as follows:establish and perfect the rules and regulations of volunteer service; straighten out the relationship between the government and urban social volunteer service organizations; provide more policy support to urban social volunteer service activities; improve the supervision work of urban social volunteer service organizations and activities; lessen the regulations on urban social volunteer service organizations and the direct micro-management of volunteer service activities. |
