Since seventy or eighty’s in last century, major Western capitalist countries have plunged into an unprecedented crisis of governance, governance reform to administrative efficiency construction as the theme has become hot from theory to practice.The author thinks, at present our country’s social economy development aspect, has the important meaning of office efficiency construction.
