The Research On Social Security Of Rural People With Disabled In China

The disabled will exist in the society for a long time and they are a special group of peplewho are large in number,faring hard in life and lacking competitiveness.Noother groups ofpeople low in social status are comparable to them in extent and duration of hardship.On the onehand,the disabled are tortured not only by their diseases and disability but by social prejudiceand discrimination.On the other hand,the factors causing disability in the society are on arise,which gives an increasingly bigger impact.A fairly well-off society is not totally well off ifthe disabled are not well off.The scientific development is not true in the real sense of the word ifthe cause of improving the life of the disabled is not properly developing.The social harmony isno harmony at all if there is no harmony between those with disability and those without.To establish the modern system of the social security for the disabled,a practical attitudeshould be adopted that sticks to the facts of history,based on scientific reseachers that assess thevalues of those ideas and practices so that innovations can be achieved in the present socialsystems on the basis of inheriting the old system.In terms of obligation systems,the obligationson the part of the state,government,society,the associations for the disabled,families,individualpersons etc.should be clearly stated in the formulation of legal systems. Only when the way togive relief and aids to the disabled has actually transformed from contract to status can the job ofestablishing the healthy legal system of social security for the disabled be done and only in thisway can the theory of construcing a harmonious socialist society be well received.This paper tries to provide some reference in the recommendations to solve the problems ofthe rural people with disabilities. Articles around the following several parts: The first partdescribes some of the social security of rural people with disabilities theoretical concepts, andprovide a theoretical basis for the full text of the study. The second part is the analysis of thesocial security status of persons with disabilities in rural areas. Mainly on the basic livelihood ofthe rural people with disabilities as well as rural people with disabilities in the social security inthe status quo and existing problems. The third part is the cause of the problem of rural socialsecurity analysis. The fourth part describes the successful experience of the social security ofpersons with disabilities in the United States, Germany and Japan, as well as the reference toChina. Section V presents policy recommendations to improve the rural social security ofpersons with disabilities, to provide theoretical support for the establishment of a sound socialsecurity for the rural people with disabilities in China.
