For a long time, nation-states are the leader of the international politics, but this situation will be changed with the emergence of globalization and regional integration. On the one hand, nation-states want to seize the opportunities brought by globalization to develop economy and realize national benefits. On the other hand, solving global crisis need cooperation from countries. They have high degree of autonomy and achieve authority sharing with central government through a reasonable division of rights and obligations. To protect the freedom of the local while the regional commonwealth ensure centralized and unified. This kind of nation form broke the world’s fragmented political landscape, achieves the unity of the local and the effective governance of regional district. It has a crucial importance on achieving the well-being of worldwide human.
