The state sovereignty concept is formed in the 16-17th century , as the foundation stone of the modern international law , it takes a very important position in the developmenting of international relations. The traditional state sovereignty theory mainly emphasizes the most lofty and non-aggressiveness of the sovereignty , having stressed the inherent attribute of the country , but it fails to explain the gist , which makes sovereignty contradictory no matter in theory or on practice.State sovereignty is produced under the particular social and economic condition, and its intension and extension are both being changed and substantiated constantly with the constant developing of the international community. Since 1990s, the great change of the international political pattern brings the unprecedented impact to the traditional state sovereignty theory. State sovereignty theory and practice have been produced and separated, causing nowadays state sovereignty theory got into a difficult position.Economic globalization and appearance of international organization and a large number of global questions cause state power "generalization and weakening", a few western countries do theirs utmost to pursue "neo-interventionist".These bring great challenges to the state sovereignty of other countries, especially the developing countries. The international law circles have appeared various state sovereignty theory ideological trends, such as "theory of the sovereignty weakening", "theory of the sovereignty limiting", "theory of the sovereignty amortizing", "theory of the sovereignty outing of date"," theory of the sovereignty withering away". But developing countries hold an completely different idea in this problem. They insist firmly that it has absolute sovereignty to all affairs inside and outside the national country, in order to safeguard their own interests conscientiously.The category of the sovereignty does not immobilize, it must develop with development of history. Under the realistic condition, we stil insist the state sovereignty theory is the irreplaceable choice of overcoming the inequality of the globalization. It is also the need of objecting to the new hegemonism and neo-interventionist and the need of guaranteeing various countries' abundant development. We must treat it with a development view, but we also object to the unreasonable state sovereignty theory.
