Research On Yunnan Highway Traffic Emergency Support Work

Highway is the infrastructure of the economic and social development, and is the main way to travel in Yunnan province. More than93%of the passenger and freight volume in the whole province is mainly rely on road transport. Due to the flow of personnel, material mass on the highway, the roads become the frequent occurrence areas of unexpected traffic accidents. To effectively deal with road traffic public emergency, there’s an urgent need for highway management departments to improve road traffic emergency support ability. When emergency happens, a smooth, reliable and safe road transportation network is the premise and foundation for effective evacuation, rescue and reconstruction work. In all kinds of emergency contingency plans, highway transportation is an important part of national and regional emergency work.Based on the main highways in Yunnan province as an example, the present situation and existing problems of Yunnan province highway traffic emergency security work are analyzed in this article. And lessons are drawled from foreign successful experiences of highway traffic emergency management to suggest to promote Yunnan highway traffic emergency security work. This article puts forward to promote Yunnan highway traffic emergency security work. On the one hand, to integrate the related elements, consummating the working conditions of Yunnan highway traffic emergency, including emergency plan, organization, personnel, supplies, equipment, information and communication, technical support, capital support, supervision and inspection, such as content, is the premise and foundation of Yunnan highway traffic emergency security work; On the other hand, to build Yunnan highway traffic emergency security work running mechanism, including establishing forecast warning, rapid response, emergency report and information release, emergency coordination, social mobilization mechanism, financial compensation, evaluation of seven afterwards, is Yunnan highway traffic emergency guarantee for work.
