| Civil servants training system is an important part of China’s civil service system.To improve the quality of public servants and establish a clean, optimized andefficient civil service, to improve the effectiveness of government work provides animportant measure necessary to ensure, is the urgent need to build a harmonioussocialist society. Civil servants as the government’s human resources, training andimproving their quality and ability, not only be an effective way to improve theadministrative efficiency of the government departments, but also related to the careerdevelopment of individual civil servants.The competition of the21st century is a talent competition, to improve nationalcompetitiveness, and achieved a dominant position in the fierce competition for talent,the training and development of human resources is particularly important. China’scivil service training system for the whole systemic and integrity, but in the actualtraining process, the lack of training needs analysis, lack of career planni ng andtraining lacking in substance and effect assessment is not in place, so that the trainingdid not meet civil servants career development needs, the actual effect of the trainingis not ideal. On the one hand it is difficult to meet the personal and professionaldevelopment needs of the civil servants, the other hand, caused by the government’sperformance is low.Career management theory is one of the key elements of the theory of modernhuman resource management, it has outstanding performance to ac hieve a win-winsituation of the organization and the individual, but also an important manifestation ofthe thought of " People-oriented management" theory. In this paper, the concept of "People-oriented" from "people-oriented management" theory, specifically discussesthe meaning of " People-oriented " in the career-oriented civil service training system,the connotation of career management, civil service training connotation theconnotation of the Civil Service Training and career-oriented, career managementtheory attempts to introduce civil servants training system in China, the framework ofcivil servants training system.
