The Chinese government attaches importance to training of civil servants, which issues rules toguide civil service training and set up offices to manage it. The Guangzhou municipalgovernment values the work too. Guangzhou is in social transformation currently, and demandsmore from the civil servant and civil service training. The government issues new policies tosupport the reform and advance the process. But there are still some problems in it, such asunderstanding deviation, cognitive bias and duplication. The management should be improved.In order to analyze and solve those problems aroused in training work, according to the theoriesof new public management and customer-orientation, the article regards civil servants ascustomers, emphasizing highly their appeal, degree of satisfaction, demands, and reform modelof civil service training. There are four parts in this article, the first describes the current statusof the civil servants training work and grounds,analyzing new public management, especiallycustomer-orientation;the second is a basic introduction of training work in Guangzhou; thethird is concerned with the analysis of questionnaire and the problems; the forth involves thesolutions to the training problems. The result of the present work implies that civil servanttraining work should be guided by the customer-oriented theory, answer the requirement, andreconstruct the process, innovate the progress, reform the model of training, and improve theperformance evaluation system.
