Research On The Municipal District Governance Transformation Of Government Functions Under The Provincial Government County System

The function of district’s government has beenauthorized terms of reference instead of statutory. That the administrative system ofcity and district is sluggish and the functions and positioning of thedistrictis not clear have become the chief of fetter which restricts the developmentof district. So to shift the function of the district’s government have increasinglybecome the prominent problem. That has become the common problems whichgradually attracted high-level attention and attention.This thesis mainly adopts the comparative analysis, literature research, thepractice of social research methods, under the guidance of materialism and dialectics,based on China’s national situations, in the administrative system and administrativeenvironment, administrative system of internal elements and the structure of theconnection, through combining the normative research and empirical research method,systematic research on the city area the functions of the government at all levels toimplement and analysis reality gap, discussing in " the province tube county " theadministrative environment of the district government function construction faceschallenge and countermeasure. The thesis firstly introduces the background, purpose,meaning and the related research, the main content and research methods. Meanwhile,simply described the related concepts. And then undertook theoretical analysis on "Provincial governing county” system under the district government function problem,compared " the province tube county system" and " city county" system of districtgovernment function, elaborated "Provincial governing county" system is theobjective requirement to the district government function transformation. Then theanalysis of the current situation under the system of provincial governing county andmunicipal districts transformation of government functions.
