Provincial governing county reform is an attempt of grass-roots government reform,and it is also a more effective flat management mode which adapts to new pubicmanagement theory. Zhejiang, as the first beneficiary of the provincial governing countyreform, which presents a unique endogenous evolution logic from sticking to the countyfinancial system to the county authority reform, and then to the current municipal county.As one of the provincial governing county pilot reform, Yiwu has become the mostpowerful county in China after several times of reforms in a few years. Its practicalreform mode is the closest mode to the provincial governing county mode, and itrepresents the general direction of China’s the provincial governing county reform fromthe financial system to the administrative system. By the end of2012, there are1000counties of26provinces have operated the provincial governing county reform, and howabout the status of these pilot reform of the government public service ability is the logicstarting point of the subject.This thesis is under the background of the provincial governing county reform,through literature reading and empirical investigation, the author studies the publicservice ability of Yiwu city hall. Based on three aspects index design of input, output andeffect of scientific evaluation system, the author investigates the present situation of theconstruction of the public service ability of Yiwu city from four aspects of basiceducation, health service, social security and infrastructure construction. Through thecombined of qualitative and quantitative method, the author analyzes the problems andreasons in depth which are existing in Yiwu city public service ability under thebackground of the provincial governing county reform. Finally, the author discusses and puts forward some suggestions to promote the county government’s public servicecapacity from four aspects, and they are: the transformation of functions, improve thefinancial system, a clear division of responsibilities and improving the performanceappraisal. The author’s aim is to provide reference for the public service capacitybuilding of these counties which have the implementation of the provincial governingcounty reform. |
