Ethnic education is one of the most effective methods for solving psychologicaldiscomfort of ethnic members and challenges in traditional culture heritage of minoritygroups because it can not only function as a means for ethnic culture heritage but also forpassing on the human wisdom. Education management based on a value orientation offairness, effectiveness and harmony can promote the rapid and sustainable development ofeducation cause, facilitate social progress and prosperity and cultural heritage of ethnicminority areas and enhance overall economic progress and national solidarity and borderarea stability.With the social development and economic progress as well as the rapid advancementof ethnic education, Oroqen Autonomous Counties has also made great achievementssince its establishment62years before. However, judging from an overall perspective,there still exist some problems such as lack of educational funds and slow development ofvocational progress due to influences of cultural, natural, social and economic factors.What’s more, its original ethnic culture has been challenged and natural progress of ethnicculture discontinued in recent years, especially in an era of modernization. As a result, amulti-ethnic cultural and educational heritage mechanism has yet to be established so as toprosper the ethnic culture again.The paper conducts a thorough analysis of both internal and external publicenvironment of the Oroqen Autonomous Counties by employing statistical analysis,documentary method and field investigation from a multi-cultural perspective. Besides,the paper is based on the estimation of conditions that influence ethnic educationmanagement and on a systematic study of the status quo and current issues of ethniceducation management in Oroqen Autonomous Counties. What’s more, the authorattempts to build a complete ethnic education management system, a diversified financingsystem for education funds and a complete multi-cultural teaching system on the basis ofan idea of scientific development as well as on the current requirements of ethniceducation development in Oroqen Autonomous Counties. The purposes of the paper are todiscuss the optimal public management methods and integrate quality teaching resourcesmaximally so as to facilitate the development of education cause, especially in OroqenAutonomous Counties through solving difficulties in ethnic culture.
