A Study Of Improving Child Welfare Policy Framework Of China

China has the world’s largest population of child. Therefore Chinese government has theheaviest responsibility of child welfare. And the settlement of children problem and thedevelopment of child welfare services is the most prominent and most urgent need of Chineseas a developing country. The best interests of children are the best interests of the country.Childhood is a critical period of development of the person’s physical, psychological andpersonality. Children are the treasures of the family, the hope of the nation, the future of thecountry, and the basis of the development and continuity of human civilization. To create afavorable social environment for physical and mental growth of children, provide thenecessary social conditions and public services, and give the necessary judicial protection,school education, community participation, family care and social protection, which is theessence of human civilization, is the basic responsibility of a sovereign national government,the basic objectives of the business community, the core work of the family, the sacredmission and the highest goal of the society as a whole. How to build a child welfare legalframework and policy framework with Chinese characteristics is the core of scientificdevelopment and a harmonious society.China’s current child welfare policy covers all areas of children’s lives, embodies thechild survival, development, protection rights and other fundamental rights. These policies have a positive impact to promote the development of children welfare. China’s child welfarepolicy framework architecture has been basically formed. However, there are some problemsof child welfare policy such as failure to the formation of a national targeted child welfarepolicy framework system as a national unity under the guidance of the Child Welfare Law; thelack of a set of institutional arrangements for the safety of children in child survival policy; thelack of relevant policies and regulations to prohibit the abuse of children in child protectionpolicy; children’s participatory rights are merely at the conceptual stage in lack of policyarrangements in children’s development policy. We should based on the realities of childwelfare in China, drawing on the successful experience of developed countries in the world, tofurther strengthen our child welfare policy formulation and implementation of child welfarelegal system, child survival, protection and development policies, to promote children’s overallhealthy growth. On the basis of the theory of social welfare, children and social welfare needstheory, welfare economic theory, and social equity theory and from an internationalcomparative perspective, through documentary research, historical analysis, comparative studyon the current child welfare policy collation and analysis, the author points out the problemsand weaknesses of the current welfare policy framework of China, and draws on the valuableexperience foreign child welfare policy framework in order to recommend on thereconstruction of the framework of modern child welfare policy of China.
