Research On Family Welfare Policy In The Background Of "Comprehensive Two-Child"

The Fifth Plenary Session of the 18 th CPC Central Committee made the decision to“completely implement a couple to have two children.” But since the implementation of the policy,the birth rate of the two children has been far lower than expected.As the basic unit for bearing reproductive functions,the family has undergone profound changes in scale,structure,and type since the beginning of reform and opening up.Pressure on fertility,old-age care,medical care,education,etc.has increased dramatically,resulting in more strongly demand for family welfare policies than ever before.Based on the theory of welfare pluralism,the article uses the combination of qualitative analysis and quantitative analysis,questionnaire survey method and interview method,and factor analysis method to focus on the supply and demand of family welfare policy under the background of “comprehensive two-child”.The article starts from the two dimensions of welfare supply and welfare demand.First,it sorts out the family welfare policy of China since the founding of the People’s Republic of China.Secondly,conducts questionnaire surveys and interviews on the family welfare needs of Shanghai’s central urban and suburban areas,using SPSS data analysis tools.The factor analysis method is used to analyze the welfare policy appeals of the family members of the reproductive age in the context of "comprehensive two-child".Thirdly,combining the policy texts and actual research and analysis,and exploring the problems and causes of the family welfare policy in the context of "comprehensive two-child".Fourthly,on the basis of analyzing the status quo and problems of China’s family welfare policy,combined with the theory of welfare pluralism,constructing the target model of family welfare policy under the background of "comprehensive two-child",and expounding the implementation conditions of the target model;From the perspective of the government,we will strengthen the system design and overall thinking,and explore the path to improve the family welfare policy in the context of “comprehensive two-child”.Through analysis,the article believes that the family welfare policy in the context of“full two children” has imbalance between supply and demand,which is mainly reflected in the insufficient supply of children care services and insufficient financial support to meet the needs of families.In order to solve this problem,the article proposes to construct a model of family welfare policy with government,market,society and family as the main body,and to establish a special family welfare policy and regulations and to support families from government agencies that specialize in family affairs.The special funds for welfare policy discuss the implementation conditions,from strengthening supervision over the implementation of existing family welfare policies,supporting social forces to develop family service institutions,building a public service system for public welfare and pre-school education,and providing various forms for families.The four aspects of economic support put forward suggestions for improving the family welfare policy in the context of “comprehensive two-child”.
