| Since the2003SARS, our country attaches great importance to the work of public health emergencies management. the country has been basically completed the construction of the national and provincial public health emergency command and decision-making system, the prefecture-level cities’ emergency command system is under construction to perfect. Knowledge management as an innovative management model is providing a new research idea and method for public health emergency management. From the perspective of knowledge management, emergency management is the process of collecting and anglicizing data and information, then using knowledge to make a decision and take actions. Policymakers master more valuable information and more sufficient knowledge, experience is more rich, will be more helpful to make the right decisions. Combining with the current process of building the municipal public health emergency command decision-making system of Shanxi Province, this paper proposes the application of knowledge management in public health emergency decision system, to further improve the construction of the emergency system.Based on the concept and related theory of knowledge management, public health emergency management, combined with the study and application of knowledge management in the emergency management field research, this paper analyzes the obstacles of the current public health emergency decision-making capabilities factors--the emergency knowledge supply gap, and further analyzes the problems of knowledge management in the current public health emergency management organization, points out it is necessary to put knowledge management into public health emergency decision system. Next, according to the actual situation of Shanxi Province, gives feasibility analysis of the implementation of knowledge management, and defined the knowledge management meaning in public health emergency decision-making, analyzes the knowledge management process in emergency management, and establishes knowledge management system for emergency management process, including emergency prepared knowledge system, early warning knowledge system, emergency disposal knowledge system, emergency assessment knowledge system. The construction of public health emergency knowledge management system gives a clear target to the next knowledge management implementation. Finally, based on the construction of Shanxi public health emergency command decision-making system project and implementation process, this paper discusses the principles, analysis the influencing factors of the implementation of knowledge management based on the WSR methodology, and key knowledge management technologies for the knowledge management implementation in the public health emergency decision support system, establishes a public health emergency decision knowledge management system model, and then this paper puts forward some protection measures and suggestions for the smooth implementation of knowledge management.The establishment and implementation of the public health emergency command and decision-making system is a huge project, it needs overall planning and step-by-step implementation for the targeted building, and also the implementation of knowledge management in public health emergency organization can not achieved overnight. This article linking theory to practice, in order to provide a better reference and practical basis for the construction of Shanxi Province and even the national public health emergency command and decision-making system, thereby increasing the level of public health emergency decision-making. |
