With the deepening of China’s reform and opening up and the politic about encouragingsome people to get rich first, China’s political economic culture and other aspects have beenconsiderable development. Particularly, the social structure has changed. A new socialgroup—the middle class boards on the stage of history. Recently the concept of middle classhas been gradually known by people.The definition of the middle class is not the same by Chinese scholars. There isn’t aunified standard. But the characteristics of the middle class are identical in that academia. Themiddle class is the beneficiary of the reform and opening up and institutional transformation.They are the supporters of social stability, also have a stable middle-income. They incline topursue a higher level of consumption. They have received higher education and beopen-minded with a certain degree of democracy and the values of equality. The middle classas the emerging force in China has an effect on Chinese social development of the transitionperiod. Base on the study of the middle class, we can not only enrich and develop Marxisttheory of class, also find problems in the middle class and be guided. In addition, research onthe middle class undoubtedly has provided the direction or scientific basis for the policysetting about the middle class. Furthermore the middle class fully play its role on holdingstability, can bring more practical significance of building a socialist harmonious society.In modern society a reasonable social class structure has the feature just like olivewhich should be based on the social middle-tier. The proportion of the middle class is still toosmall in China. The social class structure is onion structure which the bottom is large. It isn’tconducive to social stability. Moreover the overall level of productivity is not high at this stage,the related hardware and software level is difficult to meet the needs of middle classdevelopment. The institutional factors greatly limit the growth of the middle class. Thenumber of the middle class is limited. Its function can’t be fully played and present obviousregional characteristics. All above problems indicate that the middle class should be furtherimproved. However the breakthrough of this bottleneck can not achieved by the middle classthemselves but many efforts. At the present stage we can develop productivity energetically,and accelerate the system reform process to create a good institutional environment for thedevelopment of the middle class through the visible hand of government to gradually narrow the regional economic differences, and drive the middle class distribution uniformity, thenspeed up the formation process of legal system and institutionalized in order to create theconditions for the growth of the middle class.To get a clearer understanding of the new class—the middle class. This article is based onthe theory of social stratification domestic and foreign. Describe the concept andcharacteristics of middle class. Analyze the historical evolution and social function of China’scontemporary middle class. Clarify the theoretical and practical significance to develop themiddle class. Learn from the successful experience of foreign countries and regionsto explore the countermeasures that contribute to Chinese middle class growth whichcombined with Chinese national conditions.
