A Study On The Competency Model For Mid-level Township Party And Government Officer Of South Jiangsu

Competency model is often used in modern management and management psychology, especially has been applied widely in the domestic and international enterprise human resource management and public human resource management. There are a few researches about township party and government officer competency model in china, but few researches about mid-level township party and government officer competency model, mid-level township party and government officer is the current backbone of urban and rural development. Meanwhile, this study want to explore South Jiangsu where the regional plate has many common on economic development, language and culture, geographical location, not like the other researches focusing on a province, a city in the past.This study with mid-level township party and government officer of South Jiangsu for the subject, carried out behavioral event interview on them, self-made competency dictionary, coded and statisticed it , gathered many items, at last, work out Survey Questionnaire for Mid-level Township Party and Government Officer of South Jiangsu.The study investigated 868 mid-level township party and government officers ,we made Competency Model for Mid-level Township Party and Government Officer of South Jiangsu by exploratory factor analysis and confirmatory factor analysis . Discussed the relationship among the Competency Model for Mid-level Township Party and Government Officer of South Jiangsu, theory construction and Competency Model for the other areas'. Main conclusions of the study are as following:(1)The Competency Model for Mid-level Township Party and Government Officer of South Jiangsu contains: human orientation, work ability, innovation, achievement orientation, execution, initiative.(2)Mid-level Township Party and Government Officer of South Jiangsu have no differences significantly in gender, education, workplace and work life variables, although both work ability and execution have differences significantly on age variable.(3)The reliability and validity of the Survey Questionnaire for Mid-level Township Party and Government Officer of South Jiangsu are both upper.(4)Compared to the other areas, human orientation, innovation and achievement orientation have owned higher position in the Competency Model for Mid-level Township Party and Government Officer of South Jiangsu.(5)Compared to the other areas, capable, sense of order, stress management, democracy and initiative items were highlighted in Competency Model for Mid-level Township Party and Government Officer of South Jiangsu.
