The system of community governance is backward, the responsibility is not clear, it has obstacles in the allocation of oilfield enterprises communities; the safeguard mechanism of the third party including groups and individuals is not perfect and leading to poor effect.The government should perform its functions effectively, achieve the role changing, perfect market system, achieve efficient allocation of community resources, the third party give full play to the community, make good use of oilfield enterprise resource advantages to participate in community governance.Each governance body through interaction and cooperation forms a mechanism to solve the public problems, to make the relationship between government, the market and the third party coordinate.
