Governance Model Innovation To Adapt The Atomization Of Urban Community Resident By Local Government

With the development and big change of Chinese society in recent decades，previous clan family system and urban unit system began to disappear. A lot of clanpeople or unit people became to society people， which trigger to one and oneatom， the small family or single personnel with strong individuality. Due to thechange of living habits， relationship between urban residents became alienated. Theybecame to strangers. At the same time， high mobility of urban population speed up thischange. Atomization appears accordingly. Local government went through severalgovernment reform and hope to establish a well organized government with highefficient and smooth governance to match the resident expectation which is to have aservice-oriented government. But with the atomization of urban community resident，single main body， one-way process， ossified mindset， simple method， less ofservice， complicated procedure and high cost cause a quite different governancesituation currently. So， atomization of urban community resident challenges thepassive， unidirectional and rigescent of dominant-directive type of local governance.
