The day the earth is wide, the socialist culture to achieve rapid development, must pay attention to the rural culture, rural culture construction is an important content of the construction of socialist spiritual civilization, the development of rural culture must rely on the farmers. Public art is the working people to participate in a wide range of a group of recreational activities, good physical and mental health, the important role it plays in the daily life of farmers in. Yuxi is located in central Yunnan Province, known as the "Lantern town" reputation, mass cultural activities in various forms, Yunnan Province, how to strengthen the construction of new rural culture in the new historical conditions, is a very worthy of study.This paper mainly discusses five aspects. The first part is an overview of public art and cultural construction of new countryside. Firstly, the relationship between the connotation of popular art forms and the masses art and mass culture concept; secondly, different interpretations of the concept of "culture" scholars, finally discusses the main content definition of new rural culture and the construction of new rural culture and strategic significance for China’s construction of a harmonious society. The third part analyzes the relationship between public art and the construction of new rural culture from the aspects of logic, dialectical relationship.
