To promote the standard of performance appraisal management, reduce the cost of administration and increase the degree of satisfaction from populace each government began to explore and study the performance appraisal of civil servant comprehensively and deeply. The UK as the oldest capitalist country gets the remarkable accomplishment on that. We should learn and use for reference of its sound system of evaluation of examinations and the smooth process of operation. In view of the China’s currently social conditions, it has very important actual significance to strengthen the performance appraisal of functionaries and enhance work efficiency and service level.In terms of local tax system, the primary civil servants who service taxpayer straightly, whose work quality, efficiency and service attitude impact the local tax department to adjust the macro economy, achieve income redistribution, organize fiscal revenue and realize other important functions. Therefore, the paper takes local tax system in Hohhot as an example, makes local taxation bureau Xincheng District as experiment, defines a set of estimated system to appraise performance of primary functionaries and has the trial operation on it as well. Although experiment which lasts one year goes on smoothly and achieves obvious results, there are still some issues. The thesis with scientific, analytical methods summarizes the problems in the trail operation.
