A Study On The Actualities And Trategies Of The Construction Of Service-Oriented Community Administration System In Wenzhou Rural Areas

China is a country with a large population living in rural areas and has an urban-rural dual social power structure for a long time. The country’s dual urban-rural economic structure is now in the process of transformation. Rural areas lag behind urban areas not only in economy, but also in infrastructure, social administration and many other fields. Building rural area communities is an important systematic innovation designed by our CPC and central government to adapt to rural socio-economic development as well as the third important reform of primary organization and administrative system since the founding of PRC, which is of both practical significance and historical implications.Starting from the successful experience of rural area community construction both at home and abroad, this paper relates it to the reality of Wenzhou rural areas, and analyzes the actualities of Wenzhou rural area community construction and the problems underlying the process. The construction of community in Wenzhou rural areas started just half a year ago. In the process, we adopt the methods of "conversion, merging, union" and have established856communities which cover all the rural areas with Wenzhou prefecture. Though much progress has been achieved, there are still a series of problems to be solved, such as community administration functions have not been specified, laws on community service are absent, overall planning for community construction needs to be further done, supporting construction for rural communities lags behind, the funds for rural community construction are insufficient, administrators for rural communities are not fully competent, etc. All these problems prevent communities in rural areas from playing their due roles and displaying due advantages.Problems and the actualities, a clear community management functions, improve the infrastructure system, the layout of the rational planning of new communities in rural areas, strengthen the community of democratic and political construction, strengthen the community’s public facilities, to strengthen community organizations teambuilding, the establishment of pluralistic and participatory funding mechanisms and a series of solutions and recommend the views of rural communities to build continuous improvement and development, and to comprehensively promote the construction of a new socialist countryside, truly urban and rural areas, and common progress, harmonious development, and ultimately, through different ways and measures common prosperity.
