This is related to the special economic and social characteristics of Wenzhou area. In rural areas of Wenzhou, there are a lot of small and medium enterprises. But the internal structure of most of the enterprise is not perfect, and the operation is not standard, and the accounting system is not perfect. So it is difficult to obtain funds through the formal financial channels for them. Then these enterprises can only resort to private financing channels. Wenzhou folk very The abundant funds of Wenzhou folk is just to provide a congenital facilities conditions. Wenzhou people pay much attention to business, and there is a strong private lending atmosphere and tradition in the folk. This formed the historical roots of illegal fund-raising activities in the rural areas of Wenzhou. The constant occurrence of illegal fund-raising crime gives a heavy blow to the whole of the real economy in Wenzhou, especially in the rural areas of Wenzhou. How to better prevent and solve the problem of rural economic crime and the corresponding secondary problems has gradually become an important issue in the development of rural economy in Wenzhou.In this paper, the method of theory with practice was used at first. The status quo of China's illegal fund-raising and related research progress was understood by consulting the relevant literature. Then the paper analyzed and evaluated the situation of illegal fund-raising in our country, summarize the experience and put forward the problem. And then through the method of field research, the auther had collected the first hand information about the illegal fund-raising in rural areas of Wenzhou. Through the analysis of specific cases, the paper studied the causes, characteristics and evolution of the illegal fund-raising in Wenzhou area.Through investigation and analysis, it is found that there are some notable characteristics of illegal fund-raising in rural areas of Wenzhou: the huge amount of money involved, the means of crime, a longer time span, a large number of people involved. The main reasons for the high incidence of illegal fund-raising crimes in rural areas of Wenzhou are as follows: 1, The rapid development of the rural economy in Wenzhou leads to the crime of illegal fund-raising from the city to the countryside. 2, The high expected return of farmers is the inherent power of private participation in illegal fund-raising. 3, Farmers lack of awareness of illegal fund-raising is the external conditions of illegal fund-raising. 4, The relevant departments pay too little attention to the rural areas. 5, The absence of regulation is the key element of the crime of illegal fund-raising. Then, this article focuses on the analysis of the case of Li Ren District illegal fund-raising and Wang Moumou illegal fund-raising. Starting with its causes, characteristics, hazards and subsequent disposal, the paper studies the causes and characteristics of illegal fund-raising in rural areas of Wenzhou. And it puts forward the corresponding comprehensive prevention measures: 1, raising awareness and strengthening the publicity of illegal fund-raising crimes in rural areas of Wenzhou. 2, Strengthening supervision of private finance in Wenzhou, stifling the illegal fund-raising in rural areas. 3, Public security organs should increase efforts to dispose of illegal fund-raising cases, giving criminals with a strong deterrent. 4, Striving to promote the independence of private financial lending legislation. 5, Broadening the financing channels for small and medium enterprises.
