Beginning with What Are Vagrants and Beggars in Cities and What is the System of Social Assistance, this dissertation mainly makes a deep exploration in the concepts, connotations and necessity of the social assistance to vagrants and beggars in cities. Meanwhile, this dissertation tries to study the history and current situation of the system of social assistance to vagrants and beggars in cities by explaining the evolution of the social assistance system for vagrants and beggars in cities.
