A Investigationon Government Performance Evalution Of The Hohhot City

As a supervision mechanism for the government work, government performance evaluation plays an important role in improving the working efficiency and quality of government department, promoting the construction of a clean and honest government, being a good servant for people. The establishment of a scientific government evaluation system is also an important embodiment of fully implementing scientific development concept, constructing harmonious society in our ethic work. The local government in autonomous area not only takes great responsibilities for developing various social undertakings in ethnic areas, but also improving people’s living standard, strengthening the ethnic unity and promoting building social harmony, and so on. The implementations of government performance evaluation in the ethnical areas is of great importance to perfect government functions and improve the working efficiency of local government in ethic areas. In recent years, based on its development, the government of Huhehot has initially established and perfected the government performance evaluation system. It still has some defects and drawbacks in face of new situation of the constant development, and slow in boosting government performance evaluation, which needs to be further improved and perfected.This paper takes the above as the background, performance evaluation in the autonomous regions as the object of study, adopts the government of Huhehot (the capital of Inner Mongolia) as the study sample, in the perspective of municipal local government in ethic regions, starts from the existed problems in government performance evaluation, and takes how to improve government performance evaluation for municipal and local government of Huhehot as the study content. Document study, case study, and other study methods have been applied in this paper, on the basis of comparing present status of domestic and foreign government performance evaluation, its constituent elements-subject of evaluation, object of evaluation and evaluation index are considered as the dimensions of study and problems exist in Huhehot government performance evaluation are deeply analyzed so as to bring forward the new thought for performance evaluation on local government in ethic areas----that is introducing the construction of standardization process into government performance evaluation, building the performan ce evaluation system based on local government in ethic autonomous regions.
