Research On Performance Evaluation Optimization Of Municipal Departments Of Changchun Government

As an innovative management tool,governmental performance evaluation has the function of guiding,specifying and supervising;it can promote the improvement of government’s organizational capacity and performance level,and create the driving force for the construction of our government management capacity.Since 2000,China’s performance evaluation research has become increasingly mature and bettering,the main body of the evaluation began to focus on diversification,evaluation indicators-system continued to be improved,it has achieved the innovation of evaluation tools and means.At the same time,some other cities have also explored the actual performance evaluation model in line with the local reality,and achieved remarkable results,which create the conditions for enhancing the vitality of the government.Changchun Municipal Government’s exploring and practicing on the performance evaluation is relatively late,but it has developed rapidly.This thesis takes Changchun City municipal departments as objects,analyzes the current situations of the performance evaluation of the municipal departments in details,and points out that it has achieved some initial practical effects in the form of multiple subjects,evaluation institutions,evaluation processes and the use of evaluation results.However,the problems still remain to be solved,such as lack of comprehensive data source,strengthening the scientific evaluation of indicators,shortage of the impact of social evaluation and the low openness of evaluation results.The reasons for the problems are mainly as follows,the concept of performance is relatively old,the subject of evaluation is unreasonable,the evaluation process is not standardized,the evaluation system and the legal system are imperfect.Therefore,the thesis comprehensively analyzes the experiences and enlightenments of systems of Hangzhou,Beijing and Siming District in Xiamen and put forward specific strategies of optimizing the performance evaluation of Changchun City municipal departments.It hopes that Changchun will make the public process throughout the whole process of performance evaluation,take the social participation and political support into account,try to realize the scientificization of the subject,the systematicization of the evaluation system and the standardization of the legal system,to promote the sustainable development of the government performance evaluation,So as to lay the foundation for improving the overall performance level of Changchun government.
