In2003, the Fifteenth Military Academy Conference made an important decision to shiftfrom diploma education to vocational education, which has brought about a fundamental andoverall reform to the military academy education. Against the background of all militarycolleges actively promoting vocational education, the CAPF academies’ vocational educationhas been given due attention and made tremendous progress. But due to a late start and aweak foundation, problems persist such as personnel training mode, teaching content,teaching methods, teaching management and evaluation.And how to construct a set ofscientific effect-evaluation system is of special urgency. It is of great significance inproviding correct guidance, standardizing teaching activities, and improving the vocationaleducation effect.In this paper, training for squadron leaders and instructors at the CAPF’s basic levelserves as an example in the study of the effect evaluation system.Education effect evaluationtheory and basic research methods are adopted, such as survey method, level analysis,combination of qualitative and quantitative analysis. In introducing the topic backgroundpapers, research content, the basic framework and research methods, the thesis overviews theconcepts and basic theory related to the effect evaluation system,and points out the mainfactors influencing the effect evaluation. Based on the research of current vocational trainingheld in primary command colleges of the CAPF, the author analyzes the main problems andreasons in effect evaluation. And then, with solving problems as the fundamental startingpoint, the thesis focuses on the construction of a better vocational training effect evaluationsystem, whose evaluation index system is established and issues such as determination ofindicators’ weight, evaluation process design and evaluation method selection. Finally, thiseffect evaluation system is applied to the vocational training for officers working in the basiclevel. The evaluation results are analyzed which prove scientificity and feasibility of theevaluation system.This study can provide direct theoretical basis and practical tools for effectevaluation of CAPF grassroot officers’ vocational training, as well as reference for other typesof vocational training evaluation, so as to effectively promote the rapid development of armedprofessional education for Armed Police Forces and to provide strong pool of talents forCAPF’s effectively performing the functions of the new mission... |
