| The problem of migrant workers’ right to vote is an important subject of promotingour socialist construction of democracy and rule of law. It has extremely importantpractical significance. There are a lot of articles attributed the spear-point to currenthousehold registration system. However, the root cause of the absence of migrant workers’right to vote is not the household registration system itself but the direct linkage betweenthe right to vote and the household registration system. We can not let the migrantworkers’ franchise in the long-term absence just because of the delay of householdregistration system reform. So we need to look for a new path from the other side to find abreakthroughs to solve the problem. We can try to decouple the citizens’ right to vote fromthe household registration system. Let citizens enjoy and exercise their right to vote bytheir citizenhood, not their household register identity. At the same time, carry out somecorresponding reform of the electoral system. This dissertation is around this idea todiscuss.The dissertation is divided into four chapters, the first chapter introduces thebackground of migrant workers’ right to vote. The second chapter expounds the presentsituation and problems of the realization of migrant workers’ right to vote. The thirdchapter analyses the root cause of the long-term absence of migrant workers’ right to vote.The fourth chapter are some suggestions for ensuring our migrant workers’ right to vote toachieve. In this dissertation, migrant workers’ right to vote is impracticable. The mainreasons are the restriction of household registration system and the electoral system, thelack of election interest mechanism, and the election supervision mechanism and the reliefmechanism is not perfect. Among of them, the direct reason that migrant workers can notenjoy and exercise their right to vote both at their place of domicile and current locationlays in two aspects. Firstly, the electoral system design is not easy for migrant workers toexercise their right to vote. Secondly, there is no much connection between electoralsystem design and migrant workers’ interest mechanisms. And the characteristics of "thenew generation of migrant workers" help us to find a breakthroughs to solve these problems. They are different from the older generation of migrant workers and able tomaster modern information network technology. This dissertation is based on this startingpoint to put forward a new attempt to exercise the right to vote. That is to decouple thecitizens’ right to vote from the household registration system. Let migrant workersparticipate in the election at their place of domicile or current location by modifying someof the hysterestic rules of electoral system. Make full use of modern computer networktechnology to service for election and to make electoral rules design easier for migrantworkers to exercise their franchise. At the same time, this dissertation gives some advicefor perfecting our electoral system and enhancing the correlation mechanism betweenfranchise and migrant workers’ interest. Specifically they include improve and perfect thevoter registration system, reform the election methods of candidates and candidates fordeputies, reform the allocation method of the number of deputies to be elected, stipulatethe national unified election time, establish and perfect the election relief mechanism,establish special and orthodox election website, introduce competitive mechanism stageby stage. We believe that the realization of migrant workers’ right to vote will be able tobe solved effectively through the reformation and improvement of electoral system. |
